In accordance with instructions recefed from the

Spanish Government, the Spanish Ambassador would be

very grateful if Sir E. Grey would be good enough, if

possible, to inform him of the view of the British

Government as regards the projected reform of the duty

called "likin" preparatory to the reorganisation of

Chinese finances, as well as of their present atbituae

and any proposals which they may be putting forward

with regard to this mutter and those kindred to it.
